工程資料 工程名稱 香港打鼓坪輋村博爱医院过渡性房屋 Transitional Housing at Ping Che Village, Ta Kwu Ling for Pok Oi Hospital 位置 香港打鼓岭坪輋路(原昇平学校旧址) Ping Che Road, Ta Kwu Ling, Hong Kong, China(formerly known as Sing Ping School) 功能 过渡性房屋包括两幢宅建筑,三幢共享设施及一幢长者日间活动中心 MiC Transitional Housing - 2 Blocks Community Hall - 3 Blocks,  & Elderly Day Care Service Centre - 1 Block 完工日期 2024年7月 住戶入伙 2024年8月 建筑面积 14,503平方米 地块面积 13,100 平方米 项目概述 博爱医院的过渡性房屋项目名称为「博愛昇平村」,地段原为升平学校,博爱医院活化现有升平村学校,新建及改建为过渡性房屋及社区活动,日间长者中心,兴建工程于2022年11月展开。项目除协助改善香港,低收入人士的住屋需要外,也希望透过提供基本生活配套及社会服务,在区内建立一个相互联系的关爱生活网络。 项目由2座4层高「组装合成」过渡性住宅、活化升平村学校为3座1层高社区服务大楼及1座1层高日间长者中心组成,住宅单位以「组装合成」建筑法构建(MiC),以加快提速完成,提供合共601个单位给有需要人士入住,当中包括一至二人单位(519个)、三至四人单位(80个)、五至六人单位或无障碍单位(2个)。本项目预计同时最多可容纳约1,000人居住,每个单位均配备独立洗手间、浴室及煮食空间,以配合不同人士或家庭需要。 组装合成整合施工(MiC)方法及可持续发展 此设计项目所有住宅单元,均采用完整的「组装合成」施工(MiC)方法,制定了最具施工时间提速,成本效益的组合。然而,考虑了将 MiC 方法于厂房、预制建筑单元/组件、配以现场浇混凝土互相结合,并在工地上迅速组装的住房单元组装合成法,能同时于厂房生产住宅单位,及同时于工地建造场地平整,楼梯配套等,以满足快速完成项目之需要。 设计意念 (1)    主要设计概念及目标: 安全和永续性; 提速施工计划和时间管理; 创新和创造力; 管理施工和运作期间,减少对邻近环境的干扰; 及 环境设计及绿色特色。 (2)   组装合成/MiC 住宅单元,沿街道分区排列,组成一系列开放空间(即庭院花园),以增强居民的隐私和安全,有利于邻居互动空间,并提供真正的社区感。再者社区服务设施,长者中心,提供额外的公共活动和共享服务空间及小型商店等。 (3)    虽然此过渡性房屋使用期为五年,考虑在案环保及绿色设计,目标是使新居住者和当地居民打造一个和谐舒适、关怀的生活社区。仍然维持以人为本的居住气氛,确保与周边环境的兼容性,住宅建筑高度不超过4层以融入昇平村原来风貌。 社区服务大楼及长者中心设有中央庭院,休憩开放空间,户外活动区及健康步行径,供居民及邻居共同享用。服务设施包围庭院以减轻噪音和空气滋扰,保持原有视觉空间及植被。 当地代表之新界打鼓岭乡事委员会,合作发展过渡性房屋,提供新入住之居民和当地社区,举行定期社区周末特产/跳蚤市场、节庆庆祝活动等活动,促进邻里互动,建立社区支持怀爱网络。 沿坪輋路的机电大楼,也提供垂直隔音屏障,可以减轻对低层单位的潜在空气及噪音的影响。 (4) 主要建筑元素,包括色彩缤纷立面,将可减轻建筑体量,鲜艳的色彩也可为识别元素,提升空间的视觉品质,也可以增强视觉趣味。 Project Background The Project is located along Ping Che Road in Ping Che Village, Ta Kwu Ling. A vacant school premises (formerly known as Sing Ping School) which will be revitalized into Community Hall and Elderly Day Care Service Centre. The proposed Project is a low-rise development comprises two housing blocks with a building height of 4 storeys that will provide about 601 nos. of transitional housing units to accommodate around 1000 residents, in which 1/2P unit (519 nos.), 3/4P unit (80 nos.) and accessible unit for Barrier Free Needed (2 nos.). It aims to provide 5 years transitional housing accommodation for low-income Hong Kong citizens. Modular Integrated Construction (MiC) method & Sustainability In order to catch up all completion and hand-over dates, a full Modular Integrated Construction (MiC) method which is fully prefabricated in Factory for all residential units was adopted with prefabricated construction units/ components, with an aim to meet the tight construction times to quickly assembly the proposed housing accommodations.   Design Ideas & Concept (1)    Major Objectives of the Design approaches are: Safety and sustainability; Programme and time management; Innovation and creativity; Minimum nuisance to adjacent environment during construction and operation period; & Environmental green feature (2)    The MiC Modular Units are arranged in transitional housing blocks so to shorten construction period and early move in of tenants and a real sense of community. The composition of the MiC transitional housing blocks create a series of open spaces (i.e. courtyards/ pocket gardens) to enhance privacy and security for residents while inducing a stronger sense of coherence.  The revitalized school premises into Multi-Purpose Community Hall and Elderly Day Care Service Centre will house additional space for communal activities and shared services, and small shops to serve the local community. (3)    Although this transitional housing project is meant for 5 years only, environmental friendly design and green procurement are considered, it aims at developing a comfortable and caring community to the target are low in-come Hong Kong residents. It is also to maintain people-oriented living atmosphere and ensure compatibility with surrounding developments by adopting a Building Height of not more than 4 storeys with pitch roof for the village atmosphere and culture enabling the Project to be blended into village culture: An Open communal Space is provided in the central courtyard of the Multi-Purpose Community Hall and Elderly Day Care Service Centre, an Outdoor area and Healthy Trail for residents and public enjoyment. In addition to the pocket open spaces of the housing block, the Elderly Day Care Service Centre with Facility Block will also screen off and protect courtyard open space from any potential noise and air nuisances. To preserve the visual character and amenity of the existing Ping Che Village vegetation surroundings. In conjunction with Local Ta Kwu Ling District Rural Committee in Ping Che, the existing vacant Sing Ping School blocks were converted into Multi-Purpose Community Hall and Elderly Day Care Service Centre, with small-scale grocery store, community canteen, and for enhancing social interactions among residents and the local Social recreation activities to be organized for all residents and local community. Community events and activities such as weekend flea market for local products and festival celebration activities etc. are organized regularly for residents as well as local community to facilitate neighborhood interactions and to build up social supporting network among the community. The proposed built of E&M Block in front of housing block along Ping Che road shields the residential units from potential air and noise impacts along Ping Che Road. (4)    Major Architectural elements, namely, the colourful array of cladding panels on the facades to soften up the bulkiness of the building blocks. The application of vivid colours to serve as an identity element and enhance visual quality and readability of the urban spaces, and visual interest.
